ARM's Track History & Song Duration Accuracy

ARM's (Analytics & Reporting Manager) Track History & Song Duration Accuracy shouldn't be listener-dependent. When there are no listeners, the artist - title information isn't recorded and there are "gaps" in the track history. Also, if metadata is recorded while there are zero listeners, the duration of those songs will be inaccurate. The behavior should return to how it was previously so that both the track information and accurate duration times are recorded in the Track History regardless of whether there are no listeners or 100 listeners.
