Ad Breaks Transitions

Any thoughts on the idea of maybe adding a :01 deadroll at the beginning of a PSA (network break) and perhaps time-squeezing all of the PSA's so that they come in :28 or :58 so you''ve got a pad on either side of the break? That was a trick i know some network providers did back in the old "satellite" days when I worked at stations that brought in programming from a national source. - DON-FM
