Time zone issue - Ability to change scheduler clock

In the UK, the time zone changes twice per year. Once from GMT- Greenwich Mean Time in March to BST - British Summer Time then back to GMT in October. The Scheduler is always disrupted during this time. I would prefer to have the ability to change this manually.

I have this same issue in Arizona. Twice per year I need to adjust my schedules by an hour since AZ does not observe DST.
